I guess I can say that Gastly gives Sp. Atk. EV's, I beleve Gastly can be found in that old mansion in Eterna Forest.

the best place to train a special sweeper is turnback cave there's golbat(2 in speed evs) and haunter (2 in sp attk evs) or go to sendoff lake there full of golduck(2 in sp attk evs)

Try looking up a good ev guide on google. Also, If you want to have the perfect team you have to mix together status, special, and physical.

If you are getting a pokmeon from hoenn get your ruby,sapphire or emerald. Then go to that island with whynots and fight them.
